Tadqiqot 2023-yil holatiga ko’ra asosiy raqamli ko’rsatkichlar (ya’ni, O’zbekistonda internetning tarqalishi, mobil qurilmalar soni, internet tezligi), shuningdek, “Raqamli O’zbekiston-2030” strategiyasi va “Shaxsiy ma’lumotlar to’g’risida”gi qonun talablariga asoslanib, O’zbekistonda ma’lumotlarni monetizatsiya qilishning amalga oshiriladigan usullarini ishlab chiqadi.
Shuni aytib o’tish kerakki O’zbekistonda ilmiy tadqiqotlar natijasida olingan ma’lumotlarni monetizatsiya qilishning to’liq metodologik yondashuvi ilgari mavjud bo’lmagan, shuning uchun ushbu metodologiyani mavjud imidj infratuzilmasi va huquqiy asoslarga moslashtirish majburiyati mavjud. Tadqiqotda birinchi marta bozorni yuklab olish jarayoni bilan birga formulalar - Ma’lumotlar aktivlarini baholash indeksi (DAVI), Monetizatsiyaga tayyorlik bali, B2B daromad potentsiali - taqdim etiladi va ularni amaliy kontekstda qo’llab-quvvatlash taklif etiladi.
Tadqiqot metodologiyasi uch bosqichdan iborat: (1) ma’lumotlar aktivlarining potentsial daromad oqimlarini inventarizatsiya qilish; (2) dizayn va kontekst bo’yicha ishonchlilikdan foydalangan holda anonim va umumlashtirilgan ma’lumotlardan to’g’ridan-to’g’ri va bilvosita monetizatsiya modellarini yaratish; (3) B2B kontekstida ekotizim hamkorligi orqali platforma daromadlarini monetizatsiya qilish. Natijalar global tajribalar bilan taqqoslanadi (Airtel, Turkcell, Telkom Indonesia).
Uni qo’llash mezonlari ishlab chiqiladi. Tadqiqot shuningdek, 0-6, 6-12 va 12-24 oylik bosqichma-bosqich qurilish loyihalari kompleksi, KPIlar uchun ishlab chiqarish kompleksi va buyurtmalarni doimiy ravishda takomillashtirishni taklif qiladi.
