Abstract

Koʻp oʻlchovli integral indeks yordamida hududiy rivojlanishni oʻlchash metodologiyasida indikatorlarni tanlash va normallashtirish bosqichlari muhim metodologik oʻrin tutishini ushbu ilmiy maqola koʻrsatib berdi. Muallif OECD/JRC uslubiyati, Eurostat va Stiglitz komissiyasi tavsiyalari asosida indikatorlarni tanlashning toʻrtta asosiy mezoni - nazariy asoslanganlik, maʼlumotlar mavjudligi, oʻlchash imkoni va oʻzaro mustaqillik - tizimli ravishda tavsiflab chiqdi. Min-maks normallashtirish, standartlashtirish (z-ball), meʼyoriy masofaga asoslangan yondashuv va fuzzy toʻplamlar usuli bir-biriga nisbatan qiyosiy tahlil etildi. Asosiy komponentlar tahlili asosida vazn berish hamda "shubha foydasiga" (Benefit of the Doubt) modelining metodologik imkoniyatlari baholandi. Monte-Karlo simulyatsiyasi orqali barqarorlik baholashning indeks sifatiga taʼsiri ochib koʻrsatildi va hududlararo taqqoslash uchun universal metodologik ramka taklif qilindi.
